In addition to the functions, duties and powers mentioned in Section 28 of the Act, the functions, duties and powers of the Center shall be as follows:-

(a) Regarding the appropriateness of waste management technology. To study and recommend to the local body, (b) To involve the private sector in waste management, (c) To recommend to the local body regarding the suitability of technology and equipment to be imported by the private sector in waste management,

(d)   Prepare necessary guidelines and standards in consultation with the local bodies for work related to waste management,

(e) Provide technical assistance to local bodies regarding waste management,

(f) Recommending the Nepal government and local bodies to reduce the import of products that generate excessive waste and to ban the import of such products,

(g) Suggesting local bodies to bring effectiveness in waste management,

(h) Mobilize local bodies and the private sector to organize and conduct awareness programs and training in waste management,

(j)  Coordinating when forming a committee regarding the construction, operation and management of waste processing and management sites between local bodies,

(k) Acting as a liaison body regarding waste management

(l) monitoring the state of waste management of local bodies,

(d) adopting improvement measures in relation to waste management.
